**About the Role**
Data Platforms at Uber powers several use cases across Product, Engineering, Data Science and Operations groups spanning Rider/Driver Marketplace, Eats, Delivery, Safety, Maps and many other areas. Uber’s systems rely heavily on these platforms to power online transactions at scale, make real-time inferences and process rich datasets to derive business/product insights. To power these many critical use cases and at a large scale, Uber’s Data Platforms are engineered to be the most sophisticated in the world.
We are seeking a talented senior technical program manager to join our strong TPM team and drive Data Privacy and Data Lifecycle Management efforts at scale. You will work closely with the Data Platform teams, Infrastructure teams, Engineering Security, Technical Privacy team, and other legal teams. You will drive a world class data security, data privacy and data management program, owning the strategy and execution of multiple business-critical security and privacy initiatives.
You will structure and drive large complex cross-team technical Data initiatives spanning Security, Privacy and Compliance across onprem and cloud. You will own the problem space, work closely with engineering/product leads to conceptualize solutions, organize/align multiple engineering teams for delivery and drive execution leveraging milestones/KPIs. You will look for ways to standardize, ensure execution is efficient and consistent, and set accountability by tracking progress, resolving dependencies, identifying issues, evaluating risks and communicating status to upper management and project stakeholders.
**What the Candidate Will Do:**
- Continuously improve and mature Uber’s data security, privacy and lifecycle management system and process capabilities at scale.
- Drive the adoption of data management and data privacy best practices at every layer of the stack.
- Streamline process and communication between the privacy, security, compliance and engineering organizations.
- Advise on control requirements, identify gaps, and drive remediation efforts by partnering with control owners and engineers on design and implementation.
- Organize and improve processes to better support a reliable control environment.
- Map critical priorities to dependencies and align cross-functional roadmaps. Help manage the cross-functional strategic planning and tech planning process, leading conversations with key stakeholders to develop those into detailed program / project plans (including roadmaps, funding planning, resource planning and hiring goals).
- Foster innovative solutions to security, engineering, and infrastructure challenges. Understand technical implementation at the architecture level and propose technical alternatives when necessary. Ask questions that clarify priorities and push the team to be highly effective. Develop broad domain and technical knowledge. Earn the respect of world class engineers and serve as their collaborative partner.
- Program manage complex and large scale cross-team, cross-functional initiatives. Interface with engineering managers and engineers to estimate work efforts, define milestones and manage resources. Track progress, resolve dependencies, evaluate risks, remove obstacles and communicate status to upper management and project stakeholders. Engage and energize the project teams to achieve aggressive goals.
**Basic Qualifications:**
- Minimum of 5 years experience as a TPM or Engineering Manager
- Domain expertise in various data security, data privacy and data lifecycle management techniques at scale
- Strong technical experience in large distributed systems, Data Warehousing/Data Lake at scale, and operational storage systems
- Experience in Big Data ecosystem, i.e. large scale data lakes, Kafka, Spark, Presto, etc.
- Technical degree with years of software development experience and exposure to large scale infrastructure in a distributed environment
- Solid technical aptitude and an ability to understand technical designs, challenges, and risks. Engineers enjoy working closely with you.
- Excellent written and verbal communication skills and exceptional emotional intelligence.
- Proven strong cross-team and cross-org stakeholder management.
- Analytical and truth seeking. Ability to understand complex concepts and make reasoned decisions objectively.
- Metrics driven: Experience determining effective program KPI’s and using them to measure program success and issues.
- Strong organizational skills to juggle many tasks without losing sight of the highest priority items.
- Excellent in identifying process gaps, measuring progress, and balancing engineering and product efficiency with process overhead.
**Preferred Qualifications:**
- Experience implementing controls to meet some of the following frameworks and standards: SOX, SOC 2, ISO 27001/2, NIST, PCI DSS, CIS Top 20, GDPR, etc.
- Experience with large scale migrations and software deployments in a rapidly changing, multi-language microservices environment
- Experience developing/supporting automated approaches to operate and test controls in a microservice/DevOps environment
- Background in software engineering, infrastructure / cloud engineering, and/or as an engineering manager.
For San Francisco, CA-based roles: The base salary range for this role is USD$180,000 per year - USD$200,000 per year.
For Seattle, WA-based roles: The base salary range for this role is USD$180,000 per year - USD$200,000 per year.
For Sunnyvale, CA-based roles: The base salary range for this role is USD$180,000 per year - USD$200,000 per year.
