The Role

Square Financial Services, Inc ("SFS" or the "Bank") is Block, Inc.'s bank. We opened in March 2021 and provide lending and FDIC insured deposits services to small businesses on a nationwide basis.

We are seeking a Fraud Program Manager to own and drive all Fraud related activities from a second line of defense within the Risk function. As an individual contributor, this position will report directly to the Chief Risk Officer.  This role will be dedicated to implementing policies and procedures that ensure SFS maintains a robust Fraud oversight program of its parent company Block.  This role will be expected to proactively and collaberatively work with key stake holders across SFS and Block to ensure Fraud regulatory adherence and maintain Fraud losses within SFS’s risk appetite.   This role will also require in-depth Fraud domain expertise to understand key technical elements of the program while simultaneously demonstrating high levels of leadership in driving the SFS Fraud strategic vision.  

You Will

    • Own all policies, procedures, and reporting related to SFS’s Fraud risk management program.
    • Develop and maintain effective working relationships with SFS and Block key stakeholders in order to provide subject matter expertise, contribute to, and influence key processes and projects. 
    • Develop an in-depth understanding of Block’s and SFS’s CIP and Fraud architecture, taxonomy, systems, processes, models, reporting, and KRI’s.
    • Develop and oversee service level agreements where Block provides Fraud related services to SFS.
    • Work closely with key SFS stakeholders to define what constitutes a Fraud loss vs. a credit loss and ensure SFS financial reporting and reserves are reported accordingly. 
    • Work closely with SFS’s AML / CFT Officer to ensure all cases of suspected fraud are appropriately escalated to Compliance for potential SAR filing.
    • Own requests and communications for regulatory exams and internal audits to address and prevent recurrence of identified gaps and deficiencies within the Fraud Program.
    • Develop and provide appropriate reporting to senior management and the Board of Directors related to the performance of the Fraud Program.
    • Advocate for Fraud rules and processes that balance Fraud risk vs. customer experience and SFS’s adherence to FFIEC, Reg E and Red Flags guidance.

You Have

  • Bachelor's degree in a discipline such as business, statistics, economics, finance, or any related field.
  • 7+ years of experience in Fraud risk management within the banking or fintech industries across all banking products (checking, savings, and lending).
  • Familiarity, in the use and implementation of many industry standard third party systems and scores used for identity verification and Fraud detection (i.e. LexisNexis, ThreatMetrix, Falcon, Early Warning Service, etc.).
  • Experience in the development, implementation, and impact assessment of judgemental Fraud rules and or Fraud machine learning models.
  • Have a working knowledge of industry payment guidelines, NACHA rules, and their Fraud implications.  
  • Strong organizational skills with the ability to prioritize and manage multiple projects simultaneously.
  • Excellent technical writing, presentation and verbal communication skills.

The successful candidate’s starting pay will be determined based on job-related skills, experience, qualifications, work location, and market conditions. These ranges may be modified in the future.
