Join Amazon Project Kuiper's Global Service Compliance team as an Intercept Program Specialist and help create our Law Enforcement Response Team as we increase global broadband access through a constellation of low Earth orbit satellites. In this pivotal role, you'll help ensure compliance with relevant standards and regulations, and support law enforcement agencies' ability to conduct lawful surveillance. As a key player in our mission to bring fast, affordable broadband to underserved communities, you'll leverage your expertise in compliance, law enforcement, and communications networks to shape policies, drive operational excellence, and mitigate risks in a highly regulated environment. This role includes elements of project management, business analysis, network architecture/design, and communication with internal and external stakeholders of various technical ability and experience. A key part of this role is to be the link between network engineers, law enforcement, cybersecurity teams, internal counsel, and the LER team.

This opportunity demands a seasoned professional with a deep understanding of U.S. legal compliance, CALEA and ECPA frameworks (or similar ones in other nations), network engineering principles, and the ability to navigate complex challenges in the rapidly evolving satellite communications industry. Though based in the United States, the role will be global in scope and may require occasional domestic and international travel, working with law enforcement in all the nations in which Kuiper provides service. Key job responsibilities
* Advise our LER, Kuiper Network Services, Cybersecurity, and third party vendors as we build and maintain our electronic surveillance system. You will not be coding but will be an expert in designing and spotting then resolving challenges in standing up such a system.
* Perform testing and Tier 1/Tier 2 troubleshooting of network issues involving lawful intercept systems with Kuiper Network Services.
* Expertly utilize multiple internal tools/systems to compile, analyze, and deliver accurate information while maintaining adherence to laws and strict confidentiality standards.
* Help drive continuous improvement by identifying patterns, trends, and opportunities to enhance operational efficiency. You will also contribute to policy development and process refinement, focusing on scalability and operational excellence.
* Communicate effectively with law enforcement personnel, Amazon employees, and other stakeholders, including company executives, always maintaining the highest standards of discretion.
* Provide subject matter expertise to lead medium to large complexity programs delivering on LER systems strategy across multiple systems.
* Mentor and provide strategic and tactical direction to more junior members of the Kuiper LER Team.
* Develop and implement process controls ensuring department compliance with corporate and regulatory standards.
* Manage change within the programs and evaluate risks and assess potential impacts on program delivery.

A day in the life
As a leader in the Kuiper LER-I team, you will work with law enforcement and national security agencies via phone, email and in-person. The typical day will involve advising the Kuiper Network Services and Cybersecurity teams on design, testing, implementation, and maintenance of our intercept solution. You will interact with law enforcement agencies worldwide to troubleshoot Tier 1 issues. You will also help LER-I leadership to maintain compliance with our obligations globally. You will help train LER-I Specialists to perform their compliance duties. On occasion, you may travel to law enforcement agencies or conferences to help educate our requestors and resolve issues. You will help manage our system of controls to ensure the security of our company and our customers’ information, working closely with Cybersecurity teams.

About the team
The global team assists law enforcement and national security agencies in all of the countries in which Amazon Project Kuiper will operate. This role is part of the US based team but will support all of the global parts of our LER team.. The team operates 24/7/365 and member may subject to disturbing images or information. Our work is highly regulated and often classified so you may be required to obtain a security clearance. * 4-7 years of organizational programs, project management, business process management, law enforcement experience or related area.
* 2-4 years of telecommunications or law enforcement experience within Engineering or Lawful Intercept. (preferred: within an intercept compliance solutioning organization).
* 2-4 years of program management experience.
* Must be willing and able to obtain Secret level security clearance held by the U.S. Department of Justice.
* Knowledge of domestic and/or international standards such as ATIS, J-STD, ETSI, and/or 3GPP.
* Demonstrated ability to quickly learn and adapt to new systems, tools, and procedures.
* Proven capacity to manage numerous complex and time-critical law enforcement requests simultaneously.
* Excellent organizational skills with ability to work independently while managing multiple projects concurrently.
* Excellent ability to build strong relationships with internal and external clients and customers

Our compensation reflects the cost of labor across several US geographic markets. The base pay for this position ranges from $107,400/year in our lowest geographic market up to $229,700/year in our highest geographic market. Pay is based on a number of factors including market location and may vary depending on job-related knowledge, skills, and experience. Amazon is a total compensation company.
