The Recruiter Contractor & Vendor management Europe is responsible for managing the end-to-end recruitment process for contractor positions within the organization. This role involves sourcing, interviewing, and selecting qualified contractors to meet the company’s temporary staffing needs while ensuring a positive candidate experience and adherence to regulatory and company standards.

Job responsibilities

  • Recruitment Strategy: Support the development and implement the global contractor recruitment strategy at a regional level to engage top contractor talent across various disciplines.
  • Commercial Awareness and Influence: Working with Client Leadership Teams and other business stakeholders to understand the key commercial date points, such as, Client Bill Rate, Target Client Margin (TCM) for new roles, and how the 2 factors impact the headcount budget. Also working with vendors to influence and negotiate contractor costs and impact TCM. 
  • Compliance: Ensure all recruitment practices comply with Talent Acquisition & company policies, industry regulations, and legal requirements. Maintain accurate and up-to-date data within Greenhouse and ensure any/all candidate information is accurate and inline with Infosec policies (GDPR etc).
  • Reporting: Track and report on key recruitment metrics, including time-to-fill, cost-per-hire, and contractor/vendor performance, to continuously improve the recruitment process.
  • Sourcing Candidates: Utilize an approved vendor supply model, to identify and engage potential contractor candidates where appropriate.
  • Screening and Interviewing: Working closely with approved vendors to ensure candidates are pre-qualified (by the Vendor) in line with SOW. Then working with the hiring account/team to align interviewers and interviews to assess candidates' qualifications, skills and alignment to the headcount requirement. Working with Talent Operation Coordinators to coordinate and schedule interviews.
  • Contractor Engagement Management: Maintain regular communication with vendors (and contractors where appropriate) throughout the contractor recruitment process, providing updates and feedback as needed. Ensure a positive process experience across contractors, vendors and hiring team (interviewers and hiring manager).
  • Contractor Care and Live Contractor Pool Management: Work with operations partners to ensure effective onboarding of new contractors. Monitor the end dates of all live contractors (that you ‘own’ as a recruiter) and ensure you proactively align with the business to oversee and support offboarding or extension of contractors. Ensure live contractors are always aligned/owned by current recruiters, who are responsible for owning oversight. 
  • Vendor Management: Partner with approved vendors to provide an effective delivery of contractor pipeline and oversee and report on vendor performance on a regular basis (inc a Half Year vendor review of current/active PSL (approved vendors)). Lead, guide and own the review and setup process of any/all new vendors, ensuring alignment on all relevant systems and documented Master service Agreements (MSA). Ensure no contractors are engaged or sent forward for positions by unapproved agencies.

Job qualifications

Technical Skills

  • Regulatory Knowledge: Awareness of relevant employment regulations and compliance issues related to contractor work and temporary staffing in Romania is required. Understanding of the vendor market and local contractual/commercial standards.
  • Creative Sourcing: Innovative when working with the supply chain to ensure effective contractor delivery, using guidance from global peers to identify and expand potential supply chain.
  • Contract Terms: Proficient in negotiating contract terms, rates and other conditions with both contractors and vendors.
  • Recruitment Tools: Familiarity with applicant tracking systems (ATS), recruitment dashboards, procurement software and other digital tools used in the hiring process and reporting.
  • Performance Tracking: Ability to track and analyze recruitment metrics to improve processes and outcomes.

  • Attention to Detail: Careful management of contractor data, job requirements, system information and recruitment processes to ensure accuracy.
  • Goal Achievement: Focused on meeting or exceeding recruitment targets and key performance indicators (KPIs).
  • Strong Communication: Ability to clearly and effectively communicate with vendors, contractors, hiring managers, and other stakeholders as well as proficiently craft compelling vendor and business stakeholder email correspondence, and other written materials.
  • Relationship-Building Abilities: Skilled in building and maintaining professional relationships with vendors, contractors, industry professionals and business stakeholders.
  • Understanding of Market Trends: Familiarity with industry trends, day rate benchmarks, and skill demands to effectively source vendors and engage contractors.
